One of the reasons for this difference is that there is something called a Show Bet in North America. This type of bet is very similar to a place only bet, but it’s more extensive and pays out if the horse or greyhound finishes in first, second or third. When you are about to have a place only bet, you’ll be given place terms. These are the rules and regulations that govern the bet and within them you’ll be given the horse’s odds and place odds. The odds are the horse’s odds of winning the race outright and are, as in other kinds of bets, typically written as 4/1: you get four units back for every one you stake, plus your original stake.
The place odds, on the other hand, are the portion of the winnings you would get for a successful place only bet. These are typically written as a more traditional fraction: 1/5 or 1/4 (one-fifth or one-quarter). This means that if the horse would have won you £60 in a win bet, a place only bet with place odds of 1/4 would win you £15: a quarter of the £60 win bet earnings.

Imagine a scenario where you’re having a place only bet on a race with 5-7 runners. In this circumstance, you’d be able to put a place only bet on the horse of your choice finishing in either first or second (this is what the 1,2 in the above list refers to). Is poker easy to learn. Only races with eight runners or more would classify for a place only bet that covers finishing first, second or third (which is what 1,2,3 in the list above means).
In the imaginary 5-7 runners scenario, the horse that the bet is being put on is 6/1 to win the race and the place odds would typically be 1/4, so if the place only bet were to pay out, you would get only a quarter of the money that you would get if you had placed a win bet. For example, a £5 win bet would pay out £30 plus the stake returned if the horse won, but only £7.50 plus the original stake in a place only bet. There are two further kinds of bets that are somewhat similar to place only betting, but which offer very different terms. These are insurance betting and betting without a named horse.

Additionally, there will be a slightly shorter price than that you’d get if you were placing a traditional win bet.
When you bet without a named horse, you can win even if the horse you have placed the bet on does not win. This kind of bet allows you to exclude one other horse from the race – this is typically the favourite. So, if your horse finishes the race second behind the favourite, you will still win. If it finishes second behind another horse or finishes in any other place behind the selected ‘excluded’ horse, the bet loses.

There is one hand I played recently which I thought was marginal.
The tournament started with around 7000 players and with 1100 players left I was in position 400th with around 60k in chips. The payout was for the top 1000 players.
The blinds are 1k/2k and I picked up Ace King unsuited in middle position and raised to 4.5k, the button who had only played one hand aggressively and won a big pot early in the tournament and hadn’t played many hands successfully since then, pushes all in for 25k.
Would you call leaving you with around 30k in chips if you lose? I called and he turned over KK and I lost half my chips and busted in 900 position (minimum cash)

To set the scene, this hand occurred on Day 1 of the One Drop with the blinds around 15,000/30,000. (Carrel talked about this hand long after it happened, so there are some approximations.)
Paul Newey, a regular player of high-rollers who’s known for being pretty tight, raised from the “lojack” position (the spot before the hijack). A rich recreational player then three-bet from the button to 165,000. This gentleman had quite a loose image, according to Carrel.
Carrel, with 3.2 million in the small blind, decided to four-bet to 425,000 with . He says this was mainly an exploitative decision, as he put his opponent on a pretty wide range, and he also chose a smaller bet-size to induce calls. His opponent did indeed call.
The pot was now around 1 million, and Carrel’s opponent had 1.675 million behind.
The flop came . Carrel decided to bet, as he thought his opponent range was very wide and that he’d be floating just about everything. He bet 275,000.
His opponent went into the tank for at least a minute-and-a-half, which Carrel describes as “really strange.” This tank made it very likely, in Carrel’s opinion, that Carrel was ahead.
He’d built some rapport with his opponent, and thought he knew him pretty well. He definitely didn’t seem the type to tank-call with strong hands, as tank-calling in such a spot with strong hands would seem a pretty weird or amateurish (or jerky) thing to do, all things considered. And Carrel thought with his pair-type hands he would just call in more of a normal time, not tank-call. Same with his flush draws.
Eventually he did call, and Carrel felt confident going to the turn that he was ahead. The pot had reached 1.55 million, and Carrel’s opponent had 1.4 million behind.
The turn was the , making the board . Carrel checked, and his opponent bet 800,000, leaving himself 600,000 behind.
The sizing worried Carrel. He was expecting smaller bet-sizing from missed floats on the turn, something more like 550,000 or so. The sizing lowered Carrel’s confidence that he was ahead. So he decided to talk to try to get some information.
The reason he thought talking might bear some fruit is that the two of them had been joking around earlier in the tournament, and as mentioned they had established some rapport. He was a chatty guy — friendly, but with a little bit of ego as well.
So Carrel talked for a bit. And after a whole minute, his opponent had still not said a word. Carrel interpreted this as likely to indicate weakness. He thought, considering what he knew of the guy’s personality, that if he actually had a pair (which he’d likely know was good based on Carrel’s talking here), he would be likely to respond.
As Carrel says, “It is so difficult when someone you have rapport with is speaking to you [in a friendly way]. It’s so difficult to just ignore them and pretend they’re not there, and to keep that gruff face. I really felt if he had value hands, I gave it a high likelihood — like 75 to 80 percent likelihood — that he would end up speaking in a jocular, jesty fashion.”
Carrel then called the clock on himself, as he thought this would be amusing and maybe yield some more information. His opponent then smiled, but it was a smile Carrel called the “final nail in the coffin.” Carrel thought it was not a comfortable smile. Considering this man’s previous demeanor, Carrel thought it was likely he would display more enjoyment at scooping a decent-sized pot at this point in the tournament.
Putting all these pieces together, Carrel opted to shove, putting his opponent to the test for his remaining 600,000. He snap-folded.The Tank-Call
I have a few thoughts on the various behaviors Carrel notes in this hand.
First, most fairly experienced and straightforward players don’t make a habit of doing deceptive or weird things like tank-calling with a fairly straightforward decision. This is especially true if they’re playing an opponent they respect. They don’t want to be perceived as holding up the game, or of being underhanded.
For this reason, in some contexts a tank-call like this can make it very likely the person has an actual decision. As Carrel says, he thought the tank-call here meant the guy didn’t have any pair hand, as he’d likely call in a more normal time.
Also, in the same context, an experienced player will generally not tank-call in such a spot with a strong hand, as he might look silly or underhanded later. Obviously there are some players who will do this, but for the most part, mutual respect between players generally keep such weird or tricky deceptions from happening.
Like many of the more subtle tells, this one will usually be based on how well you know the player in question. For example, if it were a stranger, for all you know the player could often take a long time in random spots. Or the player might often do deceptive things when strong.
A final note on this: these thoughts wouldn’t apply to a tank-shove here, as seeming uncertain and then betting/raising will generally make a strong hand more likely.Silence
Generally, talking from a bettor will be much more meaningful than that bettor’s silence. This is because silence is the norm; it’s usual for all bettors to remain silent, whether they have a strong hand or are bluffing. The information usually only comes in the form of talking. Sometimes there are clues in a player’s talking that makes it likely they are relaxed.
In my books and videos, I often say, “the lack of a tell is not necessarily a tell.” That idea is generally also true about silence. In general, in a vacuum, there is not much information to be found about a bettor’s silence.
But in Carrel’s case, the hand was not occurring in a vacuum. For one thing, he had a good sense of this player’s mannerisms. He knew he was personable and jocular, with a little bit of ego. He’d seen him joke around verbally with people in several spots. He also knew he was a wealthy guy who probably wouldn’t be as guarded as would a more serious player who cared more about the money.
Besides that basic information, Carrel was actively trying to induce behavior with his own talking and questioning. Talking to an opponent makes it more likely the player will interact with you. As Carrel explained, he thought it was very likely that this player, if he were relaxed and had a decent hand, wouldn’t be able to resist responding in some way.
In Exploiting Poker Tells, following up on the point that the lack of tells is not necessarily a tell, I say, “The more frequent a tell is, the more meaning its absence contains.” In this case, Carrel thought this player’s tell of talking with a good hand would be very frequent, so therefore the lack of talking would be likely to contain some meaning.The Uncomfortable Smile
When considering smiles from a player making a significant bet, it is generally only the biggest and most dynamic smiles that are the most meaningful. Those smiles will pretty reliably indicate relaxation.
On the other hand, small smiles from bettors are generally much harder from which to get information. This is for the same reason that silence is generally hard to read — bettors with both strong hands and weak hands are easily capable of putting on small smiles.
Similar to a bettor’s silence, information from a small smile will only be possible when you have a player-specific read. In this case, Carrel thought this gentleman, if he knew he were ahead, wouldn’t be able to resist a loose, unguarded reaction to Carrel calling the clock on himself. If this were a vacuum, with an unknown player, that would be a very tough read to make with any confidence.Conclusion
All of the behaviors discussed above were more actionable because Carrel knew his opponent was fairly recreational and not super-serious about the game. This aspect made it easier for Carrel to act on these reads.

Massachusetts Law requires firearm owners to be licensed through their local Police Department or the Massachusetts State Police if no local licensing authority is available. A license is required by state law for buying firearms and ammunition. An applicant must have passed a State approved firearm safety course before applying for a license.
All applications, interviews, fees, and fingerprinting are done at the local Police Department then sent electronically to the Massachusetts Criminal History Board for the mandatory background checks and processing. All approved applicants will receive their license from the issuing Police Department. All licensing information is stored by the Criminal History Board. Non residents who are planning on carrying in the state must apply for a temporary license to carry (LTC) through the State Police before their travel.Mandatory Reporting of Transfers[edit]
All Massachusetts residents who sell, transfer, inherit, or lose a firearm are required to report the sale, transfer, inheritance, or loss of the firearms to the Department of Criminal Justice Information Services Firearms Records Bureau by filing a FA-10 form.[4]Types of firearm licenses[edit]
As of January 1, 2015, Massachusetts will no longer issue A and B Licenses to Carry, there will be just a single LTC which is identical to the old LTC-A.
*FID (Firearms Identification Card): Permits the purchase of rifles and shotguns with a capacity of no more than 10 rounds and their carrying for hunting and sporting purposes.[5] FIDs are ’Shall issue,’ except if the applicant fails a background check or is deemed ’unsuitable’ by the Police Chief.
*LTC-A: This license allows purchase any firearm legal in the Commonwealth of Massachusetts, are authorized to own ’large capacity’ firearms holding greater than 10 rounds assuming the magazine is ’pre-ban’ (Manufactured prior to September 13, 1994) post ban high-capacity magazines are not legal in Massachusetts with the exception of Law Enforcement. An LTC-A is the only permit that allows concealed carry in Massachusetts assuming it has not had any restrictions placed on it by the Chief of Police or issuing authority.
*’Machine gun’ license: A machine gun license, granted on a may-issue basis, is required to purchase/possess a machine gun. Issuance is at the discretion of the police chief of the city or town, and criteria vary widely. Machine gun licenses are generally only issued to collectors (C&R FFL holders) and police instructors.
Additionally, LTC permits may have the following restrictions, however, none of these restrictions have been clearly defined by state law, and are subject to each Chief of Police’s definition of such. A license to possess or carry a machine gun may be issued only to a firearm instructor certified by the Criminal Justice Training Council for the sole purpose of firearm instruction to police personnel, or to a bona fide collector of firearms upon application or renewal of such license.
A ’bona fide collector of firearms,’ for the purpose of issuance of a machine gun license, shall be defined as an individual who acquires firearms for such lawful purposes as historical significance, display, research, lecturing, demonstration, test firing, investment or other like purpose.
For the purpose of issuance of a machine gun license, the acquisition of firearms for sporting use or for use as an offensive or defensive weapon shall not qualify an applicant as a bona fide collector of firearms.
The state has an assault weapons ban similar to the expired Federal ban. Massachusetts is a ’may issue’, as such the LTC-A is issued in a discretionary manner.Travelers and firearms[edit]
While Massachusetts’ firearms laws are some of the most strict in the United States, they are not applicable to travelers who comply with the Firearm Owners Protection Act’s traveler’s exemption.[7][8]Firearm storage[edit]
Unless carried or under the control of the owner, state law requires all firearms to be stored in a locked container, or equipped with a tamper-resistant mechanical lock or other safety device (see trigger lock), properly engaged so as to render such weapon inoperable by any person other than the owner or other lawfully authorized user. If in a vehicle, firearm must be unloaded and contained within the locked trunk of such vehicle or in a locked case or other secure container, unless the licensee has a Class A license, in which case the firearm must be under the licensee’s direct control. Any firearms that are found to be unsecured may be confiscated by law enforcement officers and license may be revoked. Violation of this act (MGL c. 140, Section 131L) is punishable ’by a fine of not less than $2,000 nor more than $15,000 or by imprisonment for not less than 1 1/2 years nor more than 12 years or by both such fine and imprisonment.’
In the event a license is revoked for any reason, law enforcement will confiscate all weapons and store them for 1 year before destroying or selling them unless the revoked licensee transfers ownership to a properly licensed party who then claims the firearms.
There is no penalty under the law for police authorities who fail to abide by the statute, however, and many police departments have effectively nullified the 1 year requirement in practice, effectively turning this holding period in which the owner can transfer these firearms into outright confiscation. This is accomplished by improperly selling the firearms to a dealer, or by placing the firearms into storage facilities that charge storage fees so high as to make retrieving the weapons prohibitive, then making no effort to inform the weapon owner of these fees. Within a short time the weapons are then sold by the storage facility to pay costs, the police department receiving some money in return. Efforts to sue police departments for damages have been rejected by the courts there is no private right of action under Mass. Gen. Laws ch. 140, § 129D (see Mirsky v. Barkas, 2011 WL 2371879, at *5-6 (Mass. Super. Ct. Jan. 31, 2011)). The plaintiff in the above entitled action showed that the Quincy Police willfully violated the statute after having brought civil action upon the restoration of his state license.
Also, gun license holders may encounter licensing issues when moving from one town to another. While one city or town police chief may have issued a license, the chief of police in the city or town where the license holder may move does not have to authorize it, and may require that guns be surrendered. If a gun license is not authorized, and the police determine that the resident also holds a license in a different state, they may contact law enforcement in that state and inform them of the action, which could lead to the loss of the out-of-state license as well.Alien permits[edit]
Aliens who reside in Massachusetts can apply for a ’permit to possess non large capacity rifles and shotguns pursuant M.G.L. 140 s. 131H’ directly with the Massachusetts Firearms Record Bureau. The applicants must receive firearms education at the FID or LTC-level and pass a 20-fingerprint FBI background check and interview. This permit is a ’may issue’ document similar to the FID but expiring December 31 of each year. The procedure requires about 16 weeks from application to delivery of the permit. There is no 90-day grace period for the renewal of alien permits. Both nonresident (i.e. visa-holders) and permanent resident (i.e. green-card holders) aliens are lumped together by Massachusetts law. The alien permit allows the possession of non-high capacity (10 rounds or less) shotguns, rifles, and ammunition. This includes .22 caliber rifles with tubular magazines holding more than 10 rounds, but it excludes high capacity rifles, assault rifles, and handguns. FID and LTC are generally not issued to aliens even though Massachusetts law grants some latitude to the Colonel of Massachusetts State Police, who may be petitioned directly. A recent lawsuit, Fletcher v. Haas, has expanded Massachusetts aliens’ gun rights by allowing possession and purchase of handguns for permanent resident aliens (green card holders).[9] Alien permits are still in existence and required for all non-permanent resident aliens in Massachusetts.
As of April 30, 2012, all lawful permanent resident aliens (green card holders) are eligible to apply for a Massachusetts resident license to carry (’LTC’) or firearms identification card (’FID’).Other laws[edit]
Massachusetts enacted a red flag law in 2018. A judge may issue an order to temporarily confiscate the firearms of a person who appears to be at risk of harming themselves or another person. A hearing must be held within ten days of the order being issued. At the hearing, if there is sufficient evidence to substantiate the risk, the person’s firearms may be confiscated for up to one year (The owner’s weapons may still be disposed of in violation of the act, see above on Storage).[10][11] However, You are not subject to filing or issuing for a permit of a muzzle loader which is considered primitive arms. A ’bona fide collector of firearms,’ for the purpose of issuance of a machine gun license, shall be defined as an individual who acquires firearms for such lawful purposes as historical significance, display, research, lecturing, demonstration, test firing, investment or other like purpose.
For the purpose of issuance of a machine gun license, the acquisition of firearms for sporting use or for use as an offensive or defensive weapon shall not qualify an applicant as a bona fide collector of firearms.
The state has an assault weapons ban similar to the expired Federal ban. Massachusetts is a ’may issue’, as such the LTC-A is issued in a discretionary manner.Travelers and firearms[edit]
While Massachusetts’ firearms laws are some of the most strict in the United States, they are not applicable to travelers who comply with the Firearm Owners Protection Act’s traveler’s exemption.[7][8]Firearm storage[edit]
Unless carried or under the control of the owner, state law requires all firearms to be stored in a locked container, or equipped with a tamper-resistant mechanical lock or other safety device (see trigger lock), properly engaged so as to render such weapon inoperable by any person other than the owner or other lawfully authorized user. If in a vehicle, firearm must be unloaded and contained within the locked trunk of such vehicle or in a locked case or other secure container, unless the licensee has a Class A license, in which case the firearm must be under the licensee’s direct control. Any firearms that are found to be unsecured may be confiscated by law enforcement officers and license may be revoked. Violation of this act (MGL c. 140, Section 131L) is punishable ’by a fine of not less than $2,000 nor more than $15,000 or by imprisonment for not less than 1 1/2 years nor more than 12 years or by both such fine and imprisonment.’
In the event a license is revoked for any reason, law enforcement will confiscate all weapons and store them for 1 year before destroying or selling them unless the revoked licensee transfers ownership to a properly licensed party who then claims the firearms.
There is no penalty under the law for police authorities who fail to abide by the statute, however, and many police departments have effectively nullified the 1 year requirement in practice, effectively turning this holding period in which the owner can transfer these firearms into outright confiscation. This is accomplished by improperly selling the firearms to a dealer, or by placing the firearms into storage facilities that charge storage fees so high as to make retrieving the weapons prohibitive, then making no effort to inform the weapon owner of these fees. Within a short time the weapons are then sold by the storage facility to pay costs, the police department receiving some money in return. Efforts to sue police departments for damages have been rejected by the courts there is no private right of action under Mass. Gen. Laws ch. 140, § 129D (see Mirsky v. Barkas, 2011 WL 2371879, at *5-6 (Mass. Super. Ct. Jan. 31, 2011)). The plaintiff in the above entitled action showed that the Quincy Police willfully violated the statute after having brought civil action upon the restoration of his state license.
Also, gun license holders may encounter licensing issues when moving from one town to another. While one city or town police chief may have issued a license, the chief of police in the city or town where the license holder may move does not have to authorize it, and may require that guns be surrendered. If a gun license is not authorized, and the police determine that the resident also holds a license in a different state, they may contact law enforcement in that state and inform them of the action, which could lead to the loss of the out-of-state license as well.Alien permits[edit]
Aliens who reside in Massachusetts can apply for a ’permit to possess non large capacity rifles and shotguns pursuant M.G.L. 140 s. 131H’ directly with the Massachusetts Firearms Record Bureau. The applicants must receive firearms education at the FID or LTC-level and pass a 20-fingerprint FBI background check and interview. This permit is a ’may issue’ document similar to the FID but expiring December 31 of each year. The procedure requires about 16 weeks from application to delivery of the permit. There is no 90-day grace period for the renewal of alien permits. Both nonresident (i.e. visa-holders) and permanent resident (i.e. green-card holders) aliens are lumped together by Massachusetts law. The alien permit allows the possession of non-high capacity (10 rounds or less) shotguns, rifles, and ammunition. This includes .22 caliber rifles with tubular magazines holding more than 10 rounds, but it excludes high capacity rifles, assault rifles, and handguns. FID and LTC are generally not issued to aliens even though Massachusetts law grants some latitude to the Colonel of Massachusetts State Police, who may be petitioned directly. A recent lawsuit, Fletcher v. Haas, has expanded Massachusetts aliens’ gun rights by allowing possession and purchase of handguns for permanent resident aliens (green card holders).[9] Alien permits are still in existence and required for all non-permanent resident aliens in Massachusetts.
As of April 30, 2012, all lawful permanent resident aliens (green card holders) are eligible to apply for a Massachusetts resident license to carry (’LTC’) or firearms identification card (’FID’).Other laws[edit]
Massachusetts enacted a red flag law in 2018. A judge may issue an order to temporarily confiscate the firearms of a person who appears to be at risk of harming themselves or another person. A hearing must be held within ten days of the order being issued. At the hearing, if there is sufficient evidence to substantiate the risk, the person’s firearms may be confiscated for up to one year (The owner’s weapons may still be disposed of in violation of the act, see above on Storage).[10][11] However, You are not subject to filing or issuing for a permit of a muzzle loader which is considered primitive arms. The committee also discussed the operational budget for the Greenwich Public Schools, which could be a source of debate. The $170 million proposed school budget, as approved by the Board of Education, exceeds guidelines for spending approved by the BET.
Budget Committee member Leslie Moriarty, head of the BET’s Democratic caucus and a former chair of the Board of Education, said she did not want to see cuts in the school budget even though it exceeded the guidelines.
She praised the district for its efforts to find savings and noted the work of school officials last year when the BET scaled back their budget because of the economic impact of the COVID-19 pandemic.
“I don’t think now is the time to penalize schools and penalize the services they need to deliver,” Moriarty said. “We know there’s a special education study coming in that we would all like to see progress made on. That might have an impact on costs. I don’t think now is the time to reduce their budgets.”
Tarkington said the impact of the special education study on the budget is unknown.
“We don’t know if it will require additional funding or whether there will actually be savings,” Tarkington said. “They have increased their budget, but we don’t really know the results of the study. One thing we’re really not talking about is the trend of declining enrollment. It’s not the first year of declining enrollment, and we’re spending substantially more funds per student as a result of that.”
Tarkington and BET Chair Michael Mason praised the school district for its work during the pandemic but said school spending must be discussed.

Discussion will also continue about funding for a possible command restructuring within the Greenwich Fire Department. The fire department requested adding in a new assistant fire chief position, which is estimated to cost $150,000 for the base salary and $59,000 for a vehicle.
The Greenwich Fire Department is also asking to retain the recruitment and retention officer, who works with the town’s volunteer firefighters. The original plan had been to eliminate that position to add the assistant fire chief post, but the fire department asked for both.
Budget Committee members debated the positions, particularly as the department begins a strategic planning process this week and reviews a consultant’s report on improving response times.
Committee member Jeff Ramer said the assistant fire chief’s position would be “at a not small salary” but he was leaning toward funding it, noting that both Fire Chief Joseph McHugh and Assistant Fire Chief Brian Koczak are new to their positions.
“One wants to give these people the things they feel they need they need to do the job properly,” Ramer said.
Tarkington expressed some doubts about the new position as well as the old one until the “whole organizational structure was put in place.”
“I’m struggling over changes in an organization until we know strategically where this is going,” Tarkington said. “Implementing aspects of (the consulting) study is critically important. ... The sooner that’s done the better off everyone is going to be.”
Board member Andy Duus said he would prefer to merge the duties of a new assistant fire chief with the duties of the recruitment and retention officer.
“That person wouldn’t necessarily have to be a trained fireperson but someone who has the data skills and management skills that would help the whole department,” Duus said. “I know that’s not the request right now but I feel this potentially could be an opportunity lost if we continue with the new assistant chief coming from the firefighting ranks.”
Ramer said it would be a “mistake with a capital M” to assume that the assistant fire chief could also handle the duties of the recruitment and retention officer.

GREENWICH — With the first votes on the proposed municipal budget for 2021-22 just days away, the Board of Estimate and Taxation’s Budget Committee took a long look on Monday at which items might be changed in the $450.6 million spending plan.
At its annual “consolidation day,” the four-member committee discussed possible budget motions for its “decision day” on Thursday. The goal was for committee members to discuss their thinking before this week’s votes.

One item that could see conditions is the proposed $18 million allocation to build a new Eastern Greenwich Civic Center. First Selectman Fred Camillo has said he is seeking a public-private partnership for construction, and the Budget Committee indicated it will look for assurances on the private funds.
“This is all something we’ve worked on for 12 or 14 years,” Budget Committee Chair Leslie Tarkington said of the project. “But in the private sector, you would look at this and say, ‘Gee, what can we do here?’… I’m not saying I’m not going to approve this, but I do think we need a strong condition that really clarifies the importance and role of the public-private partnership for a project like this that has grown in size substantially.”
